Which roads are Council’s and which are the Northern Territory Government’s?
Roads which are under the jurisdiction of the Northern Territory Government within the municipality of Alice Springs include (but not limited to):
- Stuart Highway
- Larapinta Drive
- Undoolya Road
- Ross Highway
- Sadadeen Road
- Stephens Road
- Stott Terrace

Parking
Each year, Council invests in a range of programs to maintain and improve community infrastructure. Funding is allocated to each program annually, with priorities set based on the condition and performance of our assets.
This includes annual road reseal programs, line marking refreshment, and stormwater clearing.
Roadworks
Once a year Council does a re-seal program of roads in most need of rejuvenation.
The number of roads rejuvenated is subject to funding.
Permit to Work/Traffic Management
A Permit to Work must be obtained and approved by ASTC prior to starting works that require the use of council-owned public space for access to services, private property, or for any other reason. This includes road reserves, medians, footpaths, nature strips or verges, and parks and reserves. Fees and charges apply to all permits.
Works that require a permit include but are not limited to:
- Driveway construction
- Stormwater connection (plan required)
- Service installation
- Use of crane in road reserve
- Public car park use
- Fencing on road reserve
The Process
- Fill out the Permit to Work application and return it with any supporting information to Alice Springs Town Council. Note the conditions of approval; these are agreed to by you when submitting the permit.
- The form will be assessed by a council officer, who will contact you with any queries regarding the permit or special conditions to be placed on the permit.
- Payment requirements will be emailed to you (the applicant) once the permit is assessed.
- Once payment is received, an approved works permit will be sent to you. This will include any special conditions, which must be adhered to for the permit to remain valid.
- You may commence works only after receiving the approved works permit.
- Once works commence, all hold points are to be adhered to as stated in the conditions of approval and special conditions.
Traffic/pedestrian management plans and diagrams are to be compiled by a person with Level 1 Work Zone Traffic Management Accreditation and must be supplied with the written works permit. Any person setting up or manning traffic control must have Level 2 and 3 Work Zone Traffic Management Accreditation.
All traffic/pedestrian management plans and schemes must be accompanied by a site-specific risk assessment for the traffic control required for the works being applied for.
Each application is assessed individually to determine whether a Traffic Guidance Scheme (TGS) is suitable or whether a Traffic Management Plan (TMP) is required for the works.
